Follow-up Comment #2, bug #64155 (project groff):
I found a solution, it did though need thinking to find it.
test-groff -ww -b -z -fZD /dev/null
runs then with no output and returns with zero as exit value.
I will leave this bug as is, to give you (plural) a chance to find a
solution on your own.
