Follow-up Comment #22, bug #64421 (project groff):

I rebuilt the Arch Linux groff package at version 1.23.0-3 from source and
that resolved the issue. - The "black" label does not show up with that
compiled version.

The precompiled package for the exact same package version still has the bug
though.

Steps to reproduce:
* Check out https://gitlab.archlinux.org/archlinux/packaging/packages/groff 
* git reset --hard 025a63b7e55a24c0a1892045819eef79fdc67873
* makepkg

The compiler flags in my /etc/makepkg.conf are:
