Follow-up Comment #1:
If .HTML-IMAGE and .HTML-IMAGE-END are stand-alone macros (i.e., they don't
require initialization or cleanup from other macros), seems like they should
be added to the fallback PS and PF macros of [http://git.savan.HTML-IMAGE and
.HTML-IMAGE-ENDnah.gnu.org/cgit/groff.git/tree/tmac/pic.tmac tmac/pic.tmac] as
well. (This file defines both .PE and .PY in terms of .PF.)
