Nope, I'm sorry, the original problem reported had to do with the _zic_(8) man
page.
My fix for bug #45502 doesn't resolve that.
$ ./build/test-groff -z -ww -m an -T ascii ../tz/zic.8
troff:../tz/zic.8:357: warning: unbalanced 'el' request
