I am getting this with 'shadow':-
derij@raspberrypi5:~/linuxman/man-pages $ make -B build-book
MANDIR=../build/man
make: *** No rule to make target 'build-book'. Stop.
Which used to work before git pull --rebase. So I can't reproduce your page
number issue.
As I wrote, the current prepare.pl script does handle man pages which have
been updated to use .MR, it just does not use .MR (for speed).
