s/hdbtl/hdtbl/, to get to an existent man page.
But I wonder if there is also a thinko here: elsewhere (e.g., bug #63837) it
seems like tbl having this functionality is meant to obsolete pre-grohtml, not
groff_hdtbl.
(groff_hdtbl is controversial on its own merits anyway: see bug #64772.)
