Also, the GNU _tbl_ man page has disclaimed output compatibility with AT&T
_troff_ for years.  This is from the _groff_ 1.22.4 man page (2018).


DESCRIPTION
     This manual page describes the GNU version of tbl, which is part of
     the groff document formatting system.  tbl compiles descriptions of
     tables embedded within troff input files into commands that are
     understood by troff.  Normally, it should be invoked using the -t
     option of groff.  It is highly compatible with Unix tbl.  The
     output generated by GNU tbl cannot be processed with Unix troff; it
     must be processed with GNU troff.  If no files are given on the
     command line or a filename of - is given, the standard input is
     read.


Here's what we say today.  It's a bit more carefully worded.


Description
     The GNU implementation of tbl is part of the groff(1) document
     formatting system.  tbl is a troff(1) preprocessor that translates
     descriptions of tables embedded in roff(7) input into the language
     understood by troff.  It copies the contents of each file to the
     standard output stream, except that lines between .TS and .TE are
     interpreted as table descriptions.  While GNU tbl’s input syntax is
     highly compatible with AT&T tbl, the output GNU tbl produces cannot
     be processed by AT&T troff; GNU troff (or a troff implementing any
     GNU extensions employed) must be used.  Normally, tbl is not
     executed directly by the user, but invoked by specifying the -t
     option to groff(1).  If no file operands are present, or if file is
     “-”, tbl reads the standard input stream.
