Unfortunately this tells us little, but I'll bet we can learn more if you get
your build back to this point and then:
$ rm -f font/devpdf/download
$ make V=1 font/devpdf/download
If I'm right, that will show us the details of the failing command (with the
macro expansions applicable to your build), if in fact it fails again, which
it might not when not shuffling and using only one
