Starting an _ms_ document with a blank line _per se_ isn't a problem.
$ cat EXPERIMENTS/start-with-blank-line.ms
\" deliberately blank line

$ ./build/test-groff -ms -Tascii EXPERIMENTS/start-with-blank-line.ms | cat
-s
Hello!
Adding the blank line as mentioned in comment #0 was something of a red
herring.
I see the problem and have a fix.
