That's a good point.  I suspect this is a bit of imprecision on Werner's part.
 (I admire the quality of his documentation, but it does sometimes lack
attention to detail.)  He explicitly says "classes can be nested" later in the
section, so I think the intent of the earlier sentence is that only .cflags,
besides .class itself, can use a class.

I've never tried it so I couldn't say.
