This is a "bootstrap" thing, which we get from _gnulib_.
Well, sort of.
It appears that we can and do override _gnulib_'s definition of the shell
variable `checkout_only_file` (in "bootstrap.conf"), and we have multiple
others that could serve this role, like "HACKING" and "FOR-RELEASE".
