Update of bug #66919 (group groff):

Summary: [troff] behavior change in some .hcode calls when a
special character is the first argument => [troff] .hcode where dst is a
special character and src its 8-bit equivalent no longer "reflexive" (see
comment #33)

Follow-up Comment #38:

It's been long enough (my fault) that I had to reread most of this ticket to
remember the issue. Part of the problem is that the Summary is hopelessly
vague: it said "behavior change" and "some .hcode calls" without clarifying
either of these. So I've crafted what I hope is a Summary we can both agree
describes the nature of the behavior change and when it arises.

The new Summary does point to a comment herein, which makes it less
self-explanatory that I'd like. However, there being (1) no standard
terminology to distinguish the two different operations .hcode can perform,
and (2) no room in the Summary field to explain the distinction therein, this
seemed the best compromise. Further refinement welcome.

Now, to try to tackle the question I posed for myself in comment #31.
