Follow-up Comment #5:

Spawned bug #68256 off of this ticket.  Even without the assertion failure,
GNU _troff_ doesn't correctly honor a control line `.bd S 3 3`, and hasn't
since at least _groff_ 1.22.3 (November 2014).  Maybe not ever.

Also the fix for the assertion failure appears to be surprisingly deep and
old.  Rather, I recently added the assertion itself, but the interpretation of
input appears as if it's been bogus for a very long time even in the
assertion's absence.  More on that later.
