  I don't think that is a good reason. Stage 1.5 loads Stage 2 anyway,
and Stage 1.5 need not to support more than one filesystem for
that. That makes no sense.

  Hurd is not concerned with the GRUB philosophy, and the limitation
cannot easily be removed, as I have already mentioned.

  Probably you do not understand the advatange that we have Stage
1.5. Some reasons might be found in the archive of this list. I think
that removing the blocklist in Stage 1 is a good task and should be
done in the future because of the second reason that you listed, but
we should not break Stage 1.5 to do the task.
