I think you misunderstand something. makeinfo is necessary only when
you build a CVS version but not a release version. The CVS is present
for the development and it is not suitable for ordinary users, so, of
course, there are some assumptions about the build environment. If you
want to generate info files from the CVS version, you must install
makeinfo. That's all. In the upshot, the configure script exists only
for ordinary users.
NOTE: Whether you understand what I mean or not, you must not modify
aclocal.m4 directly, because it is an automatically generated
file. See the first line in the file. So if you don't like aclocal.m4,
you should talk with Automake developers first.
