It seems you have installed the grub stage1 (the grub boot sector) onto the
boot sector of your windows partition. Because of this it will be left
unchanged by fdisk /mbr as this commands changes only the partition sector
(i.e. the first sector of the whole hard disk, whereas the boot sector is
the first sector of a partition). fdisk /mbr will boot your dos/windows
partition by default, so you see grub.
If you chose Windows or dos in your grub menu you probably actually chose
to chainload the first sector of your dos/windows partition (where usually
dos/windows boot sector is installed, but in your case it is grub's stage1).
So you restart grub.
