This rule is broken for grub.  In the note they explicitly mention the
case where only the /boot partition is accessible by the boot loader.
In this case grub would have no chance to find its menu.lst if it is
placed in /etc.

It seems that the author of this section couldn't imagine a boot
loader that can parse "hand edited" configuration files itself.
