So, it tries to load it as a module, which fails, because the root fs is not mounted, yet. Include the scsi device drivers (the driver for the adapter as well as the driver for the SCSI disk devices and the ext2fs code) into your kernel and the system will find its root partition. BTW, this is not a GRUB problem but a misconfigured linux kernel. This kernel would not be able to run on your system, if it is loaded by other means (e.g. from disk or via etherboot).
