I had on several older machines with Phoenix BIOSes problems after useing setup (hd0). I got consistently Read Error from stage1 until I stumbled over the 'd' option for install.
Redoing install by verbosely copying the install command with the 'd' added salvaged the problem, so I suggest to add the following small patch to grub.texi. regards -- Bernhard Treutwein, IuK, Ref.
