I wrote grub-menu-floppy for the purpose of quickly building a grub floppy with a menu interface. It now has support for building images as well. Please consider drafting this into grub. see http://mirrorlynx.com/people/dan/debian/unstable/ I have it packaged for debian there, it meets policy compliance.
