I would guess it is on. Using noexec=off the core dump is gone (using the same grub-0.96).
PS: But the installed grub does not boot. Last words:
: savedefault Error 1: Filename must be either an absolute pathname or blocklist
If I run grub_install on i?86 instead of amd64, then there is no such problem.
