in the GRUB source package.  I realize stage1 and stage2 are binaries.
Why are they not built along with the rest of the GRUB binaries?

Any help appreciated.

Hello!
What you've downloaded is actually one of several GRUB2 kits. They
work considerably more different then the ones we discuss here. I
suggest you grab one of the older versions, that is of the legacy
ones, if that's what your more comfortable with.
