Follow-up Comment #1, bug #31652 (project grub):

a finding: it's related to the kernel line agrument length, eg. 
* linux /vmlinuz26 root=/dev/disk/by-label/arch
cryptdevice=/dev/sda7:preDevice resume=/dev/mapper/swapDevice ro quiet
console=tty1 logo.nologo splash=silent,theme:arch-banner-icons,fadein,fadeout
rootdelay=2 fastboot

still boots ok, 
but adding 'nohz=off' makes the ctrl^x unable to start (note modifying the
grub.cfg in text editor and starting with just pressing enter at choice
selection still works well, just the ctrl x doesn't)
