Follow-up Comment #2, bug #38309 (project grub):

Hi Nicolai -

Thanks for the suggestion. I booted a live CD and checked my grub.cfg size as
you said. It was not really that big, just 4k (Xubuntu is the only OS
installed on that machine). I went ahead and disabled 30_os-prober anyway
because it isn't needed. A reboot later I saw nothing had changed and the grub
menu was still frozen. I'm sorry to say I don't think the two issues share a
solution. Thanks again for the feedback.
