Follow-up Comment #10, bug #47108 (project grub):
You misunderstand how LVM works. If you want two devices to be independent,
you need to create two VGs, not one. You need all devices in VG to activate
it. While it may be possible to start it in degraded mode, it is exception,
not a rule.
As I said - using current upstream master you should be able to boot as long
as your VG and /boot volume can be accessed with one available device only.
