The command "cat" has no problem with them; see RE-2. The program "kwrite" can process those files, too. This is why also "grub-mkconfig" should be able to process such files, as Windows- or ISO-8859-coded files are antiquated! Otherwise any "apt-get dist-upgrade" which includes changes to "grub" may result in an incorrect and cumbersome error advice.
