Summary:
The ALF extension represents a huge improvement over the current GSL
legendre routines. Since it is a change to the current API, I am putting this
in the develop-2 branch.
Current status:
Schmidt and spherical harmonic array routines are in GSL and documented.
Todo:
1) deriv/deriv2 for spherical harmonic routines
2) fully normalized array routines
3) tests for fully normalized
4) unnormalized array routines + tests
5) deprecate old Plm array functions
6) more documentation
