FYI, I checked with autoconf people and here is their reply

so it doesn't look like any problem in GSL configure script.

Hi Jeff, I noticed now that you used option --enable-shared=no above.
That option comes from AC_PROG_LIBTOOL which I have excluded, so
please exclude that option; shouldn't have any effect on the
problematic test (Syntax error etc).
