retitle 55884 "guix substitute" keeps retrying on connection time-out thanks

FWIW, there appears to be an additional problem here (all the 0.0% lines, couldn't guix just notice that apparently it's offline and stop retrying or something?), so I'm keeping the bug report open, under a different title Greetings, Maxime.
