bug#79646: Request for merging "haskell-team" branch

Hi,

the branch upgrades GHC to version 9.10 and Stackage packages to
24.9. There are still a few build failures, which are work-in-progress,
but the branch should be reasonably self-contained and not affect/conflict
with other branches much.
