There was a problem with the rust bootstrap on aarch64, which was unrelated
to the branch, but still annoying; resubmitting the build a fourth time was
enough to unblock this... Thanks to Chris for the suggestion!

Given the number of packages that have been built on aarch64, I am
confident that the crypto-team branch is good to go; I will give it
some more time to continue on aarch64. The plan is to merge this
evening.

I have rebased crypto-team and python-team on the same master commit
(there were a few merge conflicts on python-team, which I have hopefully
resolved correctly) so that we have a good basis for passing the baton.
