Many of those ghc-* packages are deprecated and abandoned libraries. I
have commits prepared to remove some of them but have not submitted them
yet since they may be needed by other packages until haskell-team is
merged. The rest seem to be easy fixes but I am still waiting for builds
to catch up to yesterday's ghc fixes.

This is one example of those. Highlighting-kate has been deprecated in
favor of skylighting since 2020 (https://github.com/jgm/highlighting-kate).

I don't think so. The new GHC versions are not all that useful without
any libraries to use with them. I also believe the branch is now finally
really close to being ready.
