Well, I have no trouble saying that the default encoding for Hurd project source files is iso-8859-1 for the straightforward reason that this will catch the most languages of the developers. We certainly aren't going to use windows-anything as a coding. I would love it if we could use Unicode with UTF-8 encoding, but the tools aren't quite all there yet to make this feasible.
