Ah, I already have a sourceware account (for glibc), the page says that
in such case I should
“send an email to the overseers mail account at this site”
but I don't understand what that means.

"this site" is sourceware.org, so overseers at sourceware dot org. They
are also very responsive on the #overseers IRC channel on Freenode.
