Have you considered rump can provide
/dev/bpf, I have it working for one Intel nic family embedded in the rumpnet 
translator.  But it could be exposed possibly as a separate node (?) Although, 
the network device driver would need to share it and I'm not entirely sure how 
that would work in practice.
