With the filesystem priviledge capability system in recent kernels, you theoretically shouldn't need to be root, but in practice you do right at the moment in order to access SOCK_RAW. As Sergey noted, make install will handle that for you. What would be lovely would be a configure time test for the capability tool and possible a test to see if the filesystem supports it, and then set that instead of setting root. Interested?
