I find that the present state of our source tree offers an
   unusually good time for a new minor release.

   We have been fortunate in seeing users report notable shortcomings
   of version '1.9.2' during the past five months, findings which
   complement my other work.

   Today I have checked that 'telnetd' correctly handles autologin,
   with and without Kerberos, using the recently updated invocation
   string. Keeping in mind that we have seen important updates to
   'telnetd', 'syslogd', 'ping' and 'ftp', to name only those that are
   most easily visible, I conclude that now is a very suitable time.

Sounds like a good idea.  Should we have a pre-release?  I don't think
they are useful, and are more work than they are worth it.
