No. In this case it splits too much. It was discussed back in 2002 already;

Before the patch "-DPACKAGE_STRING=\"cdemo 0.1\"" was not quoted.
Is word splitting on ${1+"$@"} bug in zsh ?
P.P.: Option SH_WORD_SPLIT is without effect.
