If you're on windows, it's easiest to install cygwin, and install python for cygwin. You can then run

  make

in the newweb directory, which leaves a formatted copy of the website in out/

For submitting the changes,  do

  cvs diff -u  > patch

and send the patch file to lilypond-devel@gnu.org
