- every item *must* have a Type.
in this case, it might be a code bug, or might be something not explained
in Changes. Since we don't know, it could be either type -- but the guide
says to use the first relevant item. That's type-Defect.
- Priority: "Priority-Critical: lilypond segfaults, or a regression
occurred within the last two stable versions. (i.e. when developing 2.13,
any regression against 2.12 or 2.10 counts)"
since 2.13 unexpectedly differs from 2.12, it's priority-Critical.
