It could be issue 139, or maybe issue 962.

I reckon it's 139, since it's a tie outside a chord, rather than one inside
a chord. Looking at the bug list, though, it would seem that tie placement
could do with a review in the next full release. I'm tempted to push 139
to high, and add this, since it's real world and very confusing with
standard musical notation.
