It's easy to test if it is currently valid. It's impossible to
say if it will ever be deprecated.
I suggest you find a musicxml file and try converting it to
lilypond a few times, giving different -l values. If you do not
see the expected "language", then file a bug report.
It works with every language (tested with 01a-Pitches-Pitches.xml and
01d-Pitches-Microtones.xml from the regtests).
The only thing that might be "disturbing" is the presence in the
resulting file of the line
\include "lingua.ly"
instead of the newly formulation
\language "lingua"
unless there were some Arabic or makam music.xml file around...
