which changes an explicit ".ly" to %(ext)s, but %(ext)s is the empty string
if we look at the code in python/book_texinfo.py:
# URG, makeinfo implicitly prepends dot to extension.
# Specifying no extension is most robust.
rep1['ext'] = ''
So I suppose we could revert that part of the commit.
