I reproduced this problem. I looked and could not find any documentation to
the effect that the examples are not included with Lilypond but must be
dowloaded separately.
Text of original bug report follows:
Downloaded lilypond-2.15.31-1 and clicked on "Examples" shortcut is
to "C:\Program Files\LilyPond\usr\share\doc\lilypond\input" but "doc"
directory
does not exist with default installation.
Found directory in lilypond-2.15.31-1.documentation.tar.tar (downloaded
later)
