Windows shell quoting. It's a known bug. It's a different command line option but I think you and I have been here before: http://lists.gnu.org/archive/html/bug-lilypond/2012-04/msg00033.html which resulted in: https://code.google.com/p/lilypond/issues/detail?id=2476 and that tracker has status Accepted i.e. it is waiting for someone to work on it. James contributed to that thread here: http://lists.gnu.org/archive/html/bug-lilypond/2012-04/msg00060.html and he pointed out that there is some advice here: http://lilypond.org/doc/v2.15/Documentation/usage/command_002dline-usage#basic-command-line-options-for-lilypond under the section for the --evaluate option.
