I never had this problem on Linux because LaTeX is a dependency of lilypond.

Does lilypond-book run latex also when dealing with HTML files?
Of course the text could be clarified, but basically I'd say that anyone wanting to insert pictures in latex documents should know that he needs latex for that ...
