Hi Tony Sorry, it's difficult to test here as I don't have a more recent python installed. But it seems like you'll have to specify complete paths to the python interpreter and convert-ly, like this (all one command):
C:\Users\Trevor>"C:/Program Files/LilyPond/usr/bin/python.exe" "C:/Program Files/LilyPond/usr/bin/convert-ly.py" -h If this works at least you can execute it in the directory containing the LilyPond source code.
