m4-1.4.x doesn't actually use gnulib, and I had to revert the import of regex from gnulib into branch-1-4 earlier this year as it broke on some hosts that the previous regex (as in the one shipped with 1.4.4) worked with.
any plans to sync the m4 gnulib against latest gnulib cvs ?
Since regex.c in gnulib has had a lot of bugfixes since February, I'll try
again in the upcoming alphas for m4-2.0.
