It's not a bug in qemu itself. But it manifests itself as a bug,
for all the qemu user-mode users who take their cross environment
from the Debian/Ubuntu distro (rather than cross-compiling gcc,
glibc, and other packages by themselves). The bug is that iconv_open()
will not recognize most encoding names, from ISO-8859-15 and CP1252
over EUC-KR to BIG5.
