Possibly so, although the solution is not thoroughly tested yet. You may wish to try GNU Anubis, whose CVS version could do the job. It also provides a way for users to update their configuration files. The user database can be kept in various locations (plain text, DBM, SQL...) and authorization is carried via ESMTP AUTH.
